La gobernanza digital en la sociedad presente y futura: desafíos y riesgos

Abstract

[ES] El término de gobernanza digital es el esfuerzo coordinado entre el Estado y la sociedad civil para optimizar los recursos mediante el uso de tecnologías digitales. Cubre el marco regulatorio, las soluciones para todos los temas asociados al desarrollo digital y la infraestructura tecnológica. Parte de esta infraestructura tecnológica es analizada en el presente trabajo, destacando: Big data y la posibilidad que da de procesar inmensas cantidades de datos que serían imposibles de manera tradicional, las smart cities y el uso que dan estas ciudades de las TIC para elevar el nivel de vida de la población y hacerla más sostenible, y el machine learning que busca el aprendizaje automático y hacer que las máquinas aprendan de las experiencias. Se estudia también la Inteligencia Artificial, que busca desarrollar sistemas capaces de aprender y razonar de manera similar a un ser humano, quien aprende de la experiencia y busca soluciones a problemas en situaciones específicas.

[EN] The term digital governance is the coordinated effort between the State and civil society to optimize resources through the use of digital technologies. It covers the regulatory framework, solutions for all issues associated with digital development and technological infrastructure. Part of this technological infrastructure is analyzed in this paper, highlighting: Big data and the possibility it gives of processing huge amounts of data that would be impossible in a traditional way, smart cities and the use that these cities give of ICT to raise the standard of living of the population and make it more sustainable, and the machine learning that seeks machine learning and making machines learn from experiences. Artificial Intelligence is also studied, which seeks to develop systems capable of learning and reasoning in a similar way to a human being, who learns from experience and seeks solutions to problems in specific situations.
