中国相对集中的跨境水域、周边国家对其水资源的依赖、加之中国的经济发展、全
球气候变化等因素，使得跨境水域治理成为了中国政府工作的重中之重。本文分析了中国主
要的水资源情况及随之而生的地区国际关系问题，并对现行的中外关于跨境水域管理的国际
条约进行简单的梳理，以期促进关于环境问题的对话机制，为和平解决跨境水域争端，尤其
是拥核国家中国、印度、巴基斯坦之间的相关问题，提供现实依据。
The high concentration of transboundary waters in China and the dependence that the riparian countries have on these waters, as well as their economic growth and *the* changes in water cycles due to climate change, make transboundary water management a first order task for the Chinese government. This document analyzes the main transboundary river basins in China and the unresolved problems of transboundary waters. Finally, the agreements, treaties and memoranda in force, which help to maintain a certain atmosphere of dialogue, to avoid future military confrontations, especially between countries that are nuclear powers such as China, India and Pakistan.
