Resumen
[ES] Este Trabajo de Fin de Grado tratará de abordar una de las realidades tributarias más relevantes dentro del ámbito regional español en los últimos años, siendo esta comúnmente conocida bajo el nombre de dumping fiscal autonómico. En primer lugar, se estudiará en que consiste esta práctica, cuáles son sus principales características, así como las diferencias que esta institución presenta con otras realidades que, si bien pueden llegar a resultar muy semejantes, albergan entre sí importantes y muy marcadas diferencias. Una vez que se hayan determinado estas cuestiones, se procederá a realizar un examen de las diferentes cesiones normativas que han tenido lugar en las últimas décadas y de cómo estas han terminado por reconocer a las Comunidades Autónomas una capacidad normativa sobre una serie de figuras tributarias que, como se verá, han sido objeto de una gran disparidad regulatoria en las distintas regiones. Posteriormente expondremos cuales han sido los principales problemas que, en relación con esta práctica, se han derivado para el resto de las Autonomías, haciendo un especial hincapié en la mayor o menor transcendencia que de los efectos asociados a este fenómeno se han podido derivar para la economía y la población en general. Por último, terminaremos apuntado algunas de las soluciones y alternativas que mejores resultados podrían producir frente a esta situación colaborando a que las relaciones entre las CCAA resulten lo más pacíficas posibles sin que se hagan competencia desleal entre unas y otras. [EN] This Final Degree Project will address one of the most relevant tax practices within the Spanish regional sphere in recent years, commonly known as regional fiscal dumping. First of all, we will study what this practice consists of, what its main characteristics are, as well as the differences between this institution and other practices which, although they may be very similar, have important and very marked differences between them. Once these questions have been determined, an examination will be made of the different regulatory assignments that have taken place in recent decades and how these have ended up recognizing the Autonomous Communities' regulatory capacity over a series of tax figures which, as will be seen, have been the subject of great regulatory disparity in the different regions. Subsequently, we will explain the main problems that have arisen in relation to this practice for the rest of the autonomous regions, with special emphasis on the greater or lesser importance that the effects associated with this phenomenon have had for the economy and the population in general. Finally, we will end by pointing out some of the solutions and alternatives that could produce the best results in this situation.
