The question must arise, then, as towhether international finance might play a decisive role in the provision ofstable resources in the quantities needed to fund development. This articleanalyses the function that international finance might perform and that itactually has performed, focusing specifically on the analysis of privatecapital flows, official development assistance and external borrowing. Itconcludes that there need to be far-reaching structural reforms in theworkings of the international financial system and in development financinginstruments and mechanisms if these are to be placed at the service oflong-term development goals.
