在中国乃至全球都颇具特色，香港特别行政
区和澳门特别行政区的立法权问题专门进行
阐述。之后，文章分析了法律规范层次结构
和解决法律规范冲突的方法。最后，讨论了
通过备案制度，避免上下级法律之间出现冲
