AB 论辩性是危机传播话语包含的重要属性。综合危机传播原则、双向对称的公共危机传播理念以及语用论辩理论下的论辩研究方法，本文绘制了基于双向对称传播理念的公共危机传播的论辩过程图，并以 Z 市一项拟建“邻避”设施所引发的公共危机事件为例，从危机传播主体、危机传播内容与危机传播渠道等方面对当地政府的危机传播策略与效果进行了分析与评价，以此阐明该论辩过程对政府公共危机传播实践的指导意义。Argumentativeness is an attribute not to be neglected in the crisis communication discourse. This paper constructs an argumentation-oriented public crisis communication model. The new model incorporates the well-established rules and two-way symmetric principle in crisis communication with argumentation analysis and evaluation under the theory of pragmadialectics. By analyzing the strategies and evaluating the effects of a local Chinese government’s crisis communication related with a proposed NIMBY facility in Mainland China, the case is employed to underline the significance of the new model in real crisis communication.
